NDAA Compliant Drone & UAS Sourcing

Section 848 of the FY2020 National Defense Authorization Act restricts Department of Defense procurement and operation of unmanned aircraft systems produced by covered foreign entities. Many civilian agencies and states have adopted similar restrictions. VRAS sources against those restrictions and documents what it found.

What the restriction covers

The restriction targets unmanned aircraft systems — and in practice their critical components — manufactured or supplied by entities domiciled in covered foreign countries. It is not limited to the airframe: flight controllers, radios, ground control stations, data links, and the software that moves imagery and telemetry are all part of the evaluation. Applicability, waivers, and any agency-specific policy layered on top are determined by your contracting and legal personnel.

  • Airframes and complete aircraft systems
  • Flight controllers and autopilot hardware
  • Radios, data links, and telemetry modules
  • Cameras, gimbals, and imaging payloads
  • Ground control stations and controller tablets
  • Data storage, cloud services, and flight management software

How VRAS screens a requirement

StageAction
Requirement intakeConfirm which restriction applies: DoD, agency policy, or state statute
Manufacturer reviewIdentify the manufacturing entity and its country of domicile
Component reviewReview flight controller, radio, payload, and GCS sources
Software reviewIdentify where flight data and imagery are processed and stored
DocumentationIssue a written origin statement with the quote
AlternativesPropose compliant equivalents with a side-by-side capability comparison

When your preferred model is restricted

The common scenario is an operations team that has standardized on a platform now barred by policy. Rather than a like-for-like swap, we map the mission requirement — endurance, payload weight, sensor resolution, environmental rating, transport footprint — and quote compliant platforms against those parameters, with the tradeoffs stated plainly in writing so the decision is documented.

  • Mission requirement mapped before platform selection
  • Capability gaps stated explicitly, not hidden in a spec sheet
  • Sustainment and spares availability confirmed up front
  • Training and transition support requirements identified
  • Total cost including batteries, cases, and spares quoted together
  • Fleet transition phased across multiple purchase cycles when needed

Important note on determinations

VRAS provides sourcing information and manufacturer origin documentation. We do not issue compliance determinations, waivers, or legal opinions, and we do not represent that a product satisfies your specific contract clauses. Your contracting officer makes that determination using the documentation we supply.
